Johann A. Clendenin Biography

The Honorable Johann (John) A. Clendenin was appointed Commissioner on April 24, 2014. The Public Service Commission (PSC) is a quasi-judicial, regulatory agency. The PSC has broad mandate to maintain an important balance between the public utilities in the Virgin Islands and the territory’s ratepayers. He was twice elected as Chairman and renominated, confirmed by the Senate and reappointed to continue serving the Territory until 2021.

Clendenin is a member of the National Association of Utilities Commissioners (NARUC). He has been appointed there to the Telecommunications and International Relations Committees. He’s Chairman of the Telecom Committee of the Mid-Atlantic Conference of Regulatory Utilities Commissioners (MACRUC). Clendenin was a member of TeAM, a joint task force to recommend changes to the U.S. Telecom Act of 1996 and was selected to serve on the NARUC Military Workforce Task Force. He is a mentor for the International Confederation of Energy Regulators (ICER) and the East Africa Regulatory Partnership. He is currently supporting the Economic Community of West African States (ECOWAS). He was nominated by the VIPSC for the NARUC Annual Award for Promoting International Cooperation among Utility Regulators and Development of Professional Regulation. Clendenin was recently appointed by Federal Communications

Commission (FCC) Chairman, Ajit Pai, to the Intergovernmental Advisory Committee (IAC) to provide aid to the Commission on the many telecommunications issues affecting local, state and Tribal governments. He is the Chairman of the IAC’s Telehealth Working Group. He was invited by the DHS FEMA NCC Watch (National Coordinating Center for Communications National Cybersecurity and Communications Integration Center, US Department of Homeland Security) to act as a liaison to the relief efforts of Hurricanes Irma and Maria in September 2017. Clendenin created the VI PSC Hurricane Integrated Telecommunications (HIT) Team to coordinate the Territory’s recovery. The team provided reports and briefings in Washington D.C. to the Watch, the Office of Cybersecurity and Communications, and the FCC’s Hurricane Disaster Task Force.

Clendenin is Founder, President & CEO of Inner Circle Logistics, Inc. The company operates internationally from Frederiksted in Saint Croix as the Inner Circle Group (ICGroup), with divisions that focus on strategic operations specialized in net-centric solutions and the electronic exchange of data and documents. John started the company while on leave from the senior faculty of Harvard Business School. While a professor at Harvard, he served as a member of the National Research Council’s Committee on Supply Chain Integration, which produced the book Surviving Supply Chain Integration, Strategies for Small Manufacturers.  He has also served as adjunct faculty at Washington University in St. Louis and the University of Chicago. John is currently a Distinguished Visiting Professor at IE Business School in Madrid, Spain where he also served as Senior Associate Dean of Post Graduate Programs. John specializes in the areas of multicultural leadership, executive coaching, quality, benchmarking, cyber-telecommunications, transportation and logistics competitiveness, supply chain optimization and business process management. While an executive at Xerox Corporation he was selected as the Xerox “Role Model Manager” for Quality and for listing in Who’s Who in the World  in 1995 and in Who’s Who in Science and Engineering  in 1998. He has conducted trade facilitation missions to Japan, Mexico, The Balkans and South East Europe. Clendenin has conducted Master Classes in multicultural leadership in Kenya, Uganda, Ghana, Egypt, China, UAE, Qatar, Spain, Brazil, UK, Azerbaijan, Macedonia, Serbia and Bulgaria. Clendenin was selected as a member of the USVI Delegation to the Taipei Smart Cities Expo 2018 and 2019.

His background includes a career of 38 years in the active and reserve forces of the United States Marine Corps where he was a Field Grade Officer in Telecommunications Management. John has graduate degrees in Psychology, Communications Engineering and Business Administration along with a Dr. of Metaphysics (honoris causa) . He is a member of MENSA and The New York Academy of Sciences. An inventor he holds United States Patent US07155455. He lives on a small farm in Frederiksted, St. Croix, USVI with his wife Bonnie and spends the summer season in the New York Adirondacks. His hobbies include active “Masters” sports competition, woodworking, sailing and writing haiku poetry. He is a past United States Poetry Ambassador and was twice a candidate for the U.S. Congress. They have grown children, Trevor, Stacy and J. Ryan, and seven grandchildren, Tristan, Bryan, William, Kaleb, J.Luke, Violet and Lilo.!
